I tried a test quote of "ÕêæÑÐçéé" attributed to "ÕêæÑÐçéé"
Both of the entries are incorrectly handled. It seems to be an encoding issue.
And, it's also incorrectly handled by the forums. Those are things like e's with accent marks, and umlauts etc. This is fairly important for when you have a character with a French name, or what have you.

Both should be fixed - the site was trying to encode to UTF-8 twice and having a bit of a personal crisis :P Thanks for the heads up!
